Communication to the stages is either being carried across the 24 volt line, or separate ethernet. If there's no wiring problem the are safeties that could lock it out.

most probably coil should have failed and hence condensor stops working. hence your HVAC heat pump multi stage is not cooling.

It may not have been hooked up to the cooling system. It is best to call back to who ever installed it and ask them to come back out.
