It doesn't say "plain" on any of the bags at the grocery store.

Plain flour is a soft white wheat flour which has had most of the wheatgerm and bran removed. Plain flour is available in the UK. All-purpose flour can be substituted.

Plain flour would be regular white flour. It will also often be sold as "all purpose" flour. It is typically sold in a 5 pound bag. In the United States, Gold Medal and King Arthur are two common brands. It is good for many baking recipes (cakes, cookies, pies) as opposed to other more special purpose flours.
