There are different animal cruelty laws in different jurisdictions. If you "hit" a dog with your car, you may or may not be responsible, depending on circumstances.

It depends on the circumstances. If a dog just darts in front of your car, you are not. If you hit the dog on purpose or are negligent, you are.

This depends if it was your fault. If a dog runs in front of you, not much. If it is hit otherwise, through your negligence you may have to pay.

If you hit a dog in an automobile while driving down a main road, then your liability is none. However, if the dog owner can prove that you went out of your way to hit the dog, they can sue you for the act. If you hit a dog with your hand out of malice then liable for vet bill.
