It means that they break up the big question into one or two things to be tested for scientifically. Then they design experiments to test or prove those aspects.

When a postulate is made by a university or respected member of the community, their test data is published. The findings are then distributed among the academic community to prove or disprove the postulate. The general interest in the value of the experiment indicates that several universities will test the postulate in an organized curiousity.
