Do the usual jacking and placing of car on jack stands procedure. Remove the serpentine belt, right front wheel and foreward splash guard. While an assistant below uses the impact wrench, simultaneously from above apply reverse pressure on the socket with the pipe wrench Reload pipe wrench and go at it again repeatedly until the impact wrench can handle removal.

Automobile engines inherently generate vibration. A harmonic balancer counteracts these vibrations. They are fixed at the factory. When engines get older, their vibration patterns change, and the balancer needs to be adjusted by changing it's shape. It takes special tools and equipment. A competent shop should be able to do it for around $400.

I don't know of a way to fix a balancer. Typically they are just replaced. Otherwise it may could still be out of balance if repaired.

the harmonic balancer is located on the crankshaft. in some cases you have to have a puller to remove it. the puller could be costly and the labor to take it off also.
