eBay Arbitrage is not where they settle disputes. Arbitrage in eBay is, commonly, finding a slight mistake in an eBay listing and quickly taking advantage of it, in order to make a profit.

Yes. If a buyer purchases an item but does not pay on time, or fails to pay for their item at all, or if a seller ships and item and a buyer claims that the item never arrived in the mail, either party can take the case to eBay Arbitrage, and an unbiased arbitrator will settle the dispute.
