It's actually "casual chique. " Chique is a word borrowed from the French that refers to being stylish, wearing designer clothing, having one's hair styled, and so forth--looking like a model. "Casual chique" means all of the above only the clothing is not formal wear but designer jeans and the like.

Casual sheik refers to an upscale casual outfit that you could wear maybe on a date or to a party, it is also called dressy casual. Not an office outfit such as a business suit, not your casual attire like sweats or jeans, but something in between that shows your personal style and flair.
