Simply put, it is a 3D diagram that will show where all the pipes, the fittings, the drains, and the vents will go. If it's required for a building permit, it is to establish that your work will be "up to code" before you begin.

Basically it is like a map of the piping in a structure. It is a way for the person working on the plumbing to locate pipe lines without actually physically inspecting the whole structure.
