An individual's reason for committing a crime is called a motive. I know this from my vast experience as a reader of mystery novels. If you are asking for a reason for the existence of crime in general, I believe that social injustice is one of the primary causes.

Are we born to become criminals? Is it genetics? Do we learn it along the way? I believe that every person that commits a crime has his/her own excuse/alibi. Is the blame on the person who goes on a rampage because he was bullied or the bullies themselves? When we look upon those around us with hatred crime is reborn.
