You can permanently kill grass using RoundUp herbicide. If you want an alternative, low cost method for grass killing, cover the area in thick black plastic for 2 weeks.

Most any type of weed killer will do this, as will gasoline, but be very careful using either one on your yard.

Roundup will kill your grass permanently, but you will need to be careful with it because it will kill all anything else that's green and alive as well. Make sure it's not windy out when you spray this because it will drift and you'll have overspray on things you may not want killed.

The only thing that really works is burning the grass. This is what professional landscapers do then are laying sod. Weeks before the sod is laid, they burn the grass, it kills the roots and leaves the lawn looking like straw.

Use Round-up to kill grass. It kills everything. There is a time period wherein you can't plant anything after you use Round-up so check the manufacturers instructions for that.
