As long as paint is latex, Simple Green can be used. If that doesn't work, try rubbing alcohol. If paint is oil based, try mineral spirits.

Most commercial solvents that could remove the paint will also damage your glass, so the safest way is a razor blade and a lot of patience! Soygel is a safe, soybean-based paint stripper that could work, but test it on a small corner of the glass first.

Try a bit of paint stripper on a small patch of the paint, preferably in an inconspicuous spot of the stained glass. If it works, continue with it.

You can use razor blade to carefully scrape the paint off. Another option is to use 0000 steel wool, but this only works if the paint is not very thick.

The simplest way to remove paint from any perfectly flat surface like glass is to use a scraper with a single-edged razor blade. Hold the scraper at an angle (about 45 degrees, but the exact angle is not important) to the surface and scrape off the paint.
