The first thing to do is consult a dentist. He will see if the abscess is localized or has spread. If it has spread it is better to take antibiotics and then start the treatment. Localized abscess can be drained to prevent infection to the permanent tooth germ and relieve the pain.

Consult your dentist, but there are some very powerful but safe topical gels or ointments that you can get at your local pharmacy. These gels are created specifically for infants so they are not to harsh on the gums.

Antibiotics and rinsing the interior of the baby's mouth with a mild salt solution or a mild solution of hydrogen peroxide. If the child has a hard time with swishing and spitting, you can wipe down the interior of the mouth with a clean cloth saturated with the solution. Check with your doctor before doing any treatment.
