By the way you phrase the question it seems that it is not a pillbug. This is small caterpillar that builds a case to hide in and drags it around everywhere. It later develops into a moth. It is called a plaster bagworm. They are harmless and feeds on cobwebs and spiderwebs.

It depends on the shell. If its a coccoon type thing then it can be any kind of bug that lays eggs or a bug that coccoons

With such little information about the bug, it is very difficult to say and the answer to your question would totally depend on which country you were in and what type of ecosystem exist in your yard. If I had to guess then I would say Garden Snail.

It sounds like you are describing the common rolley polley. If this is what you are describing you may also see it curl into a ball when agitated. It has many legs and a hard gray shell.
