What is a black snake with a yellow stripe on the side?

The Queen snake ranges in color from olive gray to black to brown with a yellow stripe on each side of the body; the Queen snake can be found in the eastern United States. Since its mouth is too small to inflict a harmful bite, the most dangerous aspect of the Queen snake is its especially smelly feces.

If in the United States, this is likely a Garter snake, which have a stripe from head to tail as you describe. It is not dangerous/ poisonous.

There are several species it could be, a Western Yellow Ribbon Snake (not poisonous), a Striped Garter Snake (not poisonous), just to name a couple. More information is needed as to size of snake and where it was seen, and the shape of its head.
