Diluting hydrochloric acid simply means there are less parts of acid to water in the solution. However even diluted acid can be dangerous and requires care.

Hydrocholoric acid is very dangerous when concentrated (at around 6N or 6 Normal) but becomes less so the more you dilute it with water. Diluting 6N HCl twofold will make it 3N, which is still very acidic. Once it is diluted less than 0.1N, it is much less dangerous - but test it with litmus paper, not your hand!
