It very well could cut your eye. It would be awful trying to get it out if nothing else. Sand is usually rinsed out of the eyes. If you can't get it out, go to your doctor.
Typically if you get sand in your eye, it would burn or irritate the pupil. You should rinse your eye out with lukewarm water. And if it is further irritated you should seek immediate medical attention.
