That depends entirely on what type of DvD drive you use. Obtain your user manual for your select dvd drive, and near the front the glossary will tell you what it's compatible with. If you don't have the manual simply type the brand of DVD drive you use into a search engine.

Windows 98 comes bundled with DVD viewing software, though it isn't installed by default. From your Control Panel, launch Add/Remove Programs and select Add/Remove Windows Components. In the Multimedia section you'll find a program called DVD Player. You can install it to view your DVDs.

Windows 98 is an operating system that came before the rise of the DVD, and as such was placed on CDs or even floppy diskettes. In short, you don't need any DVD software to get Windows 98 running, and even the latest versions of the OS, including XP, come on normal CDs, possibly to cut production costs.
