When? How?

In the New Testament, Jesus says "when you fast..." not if you fast. He assumed we would fast. You should fast if you are in a difficult situation and feel far from God. Or if you want to make your prayer "louder" to God. Or if you feel led specifically by God. It might not be a fast from food.

Jesus said that you should appear not unto men to fast by looking miserable. God alone will know if you are fasting and will reward you openly.

Mondays, Wednesdays and Fridays, plus all the other fasting periods declared by the church, like would be the 40 days fast for Christmas, the 40 days fast for Easter, the 14 days fast for Saints Peter and Paul and the 1 week fast for Saint Mary in August. You shouldn't eat animal products during that time.
