In a nutshell, the term "Provide for the common defense" basically means that the government would provide one with protection, help, & support against criminals and criminal activity in your community or city.

to me common defense means providing defense for all those in the world who need liberty not just protecting the united states

In the grand scheme of things, this means your country is going to provide common defense for its citizens against other countries. In the United States of America, this comes in the form of the military. On a smaller scheme, this could be smaller communities taking care of its own residents.
