Has the dog gotten into any poison oak or poison ivy? If so, that may obviously be the cause of the rash. Also, if the dog ate some of the leaves off of the plant, this is what could be causing the vomiting. Is your dog overheated? Perhaps the heat is causing the rash and the stomach isn't sitting well.

That it needs to go to the vet because usually when that happens the dog has gotten into something that has poison in it. The only way to be sure is to take the dog to the vet and make sure that they test it for everything otherwise you may treat it wrong and lose your dog.

You dog has gotten into something that is making it sick. It could be a chemical like a pesticide that got on its fur and skin (i. e. causing the rashes) and then the dog licked himself (i. e. causing the vomiting). See a vet.
