It means that you are choosing not to answer phone when a person is calling you. If you put your phone to this setting your phone will not ring or vibrate when a call is received.

Usually if you are ignoring someone's calls it means you do not want to talk to them for some reason.

If someone's ignoring a phone call it normally that the cell phone owner does not want to speak to the person calling them.
