I'd say she likes you and she doesn't care who knows it. In fact I'd go further and say she is determined that everyone knows she likes you. She may be laying a claim, as in "this one's mine".

She likes you and isn't afraid to show it. That doesn't mean she wants to be your girlfriend. Spend some time with her and see where it leads.
