What does it mean if my central air conditioner is making a surging noise?

In general i would say that a surging noise is an electrical issue, bad wiring that sort of thing. You should check your circuit breaker as well.

It it is making a surging noise, it could mean that your air conditioner is having water problems and it may mean there is a clog in the water line which is causing your air conditioner to leak. If you have experience then you could be able to fix, however call a professional to fix this.
