What does fully executed mean?

I do not understand the saying fully executed.

Fully executed means done to completion. The saying means that all parts required for a task are complete. There is nothing left undone, and the task or job to be executed is finished entirely. For instance, in order to fully execute the commands in this HIT, I need to write at least fifty words.

The turn of phrase "fully executed" means that something was carried out to the fullest extent that it could be done. For instance, you might use that phrase when telling a supervisor that you finished a group of tasks that you were assigned, and that they are completely done according to specifications.
