It depends on where you live. It some states #77 will connect you to that states highway patrol. MD, NJ, and VA are the only states I know of that offer this service. Other states use different numbers to connect you to their state patrol. If you have a real emergency, you should always just dial 911.

It contacts a police dispatcher within your state however only 2 or 3 states in the US have this option.
