Votive candles are nice to use when you have just a few guests over and need to decorate the house quickly. Often times, they are used mainly for decoration and to burn for a very short period of time. They don't tend to let off a very strong fragrance, which some enjoy.

Not all of them have gone in 15 minutes, more expensive ones will burn for longer. They're great for use in small oil burners to create a lovely aroma. The scented ones also do that all by themselves.

Votive candles are not meant to be used in such ways as entertainment and a source of usable light. Votive candles are meant to be used in prayer. The Roman Catholics, Eastern Orthodoxy and a few others use votive candles around the statute of Jesus or the Blessed Virgin Mary.

To help set the mood, even just for a few minutes. Plus they don't smell, and they can be placed almost anywhere.
