There seem to be three ways: you can graduate from the Coast Guard Academy, attend and graduate from Officer Candidate School, or there are direct commisioning programs.

You have to enlist in the Coast Guards officer candidate school. The length of the school is 17 weeks. Once you complete the course, you will be commissioned.

College graduates may apply for enlistment and Officer Candidate School. After testing and evaluation, the USCG will determine who will be commissioned as an officer. The USCG also has a pre-commissioning program for college students. Graduates of OCS are commissioned as "Ensign" and can be assigned to a ship, flight training, staff or operations ashore billet.
