Report it to the police. It will be turned over to juvenile authorities, and may end up being handled by a family services organization. As for the victim, make sure they are seen by a professional. Children may be fine, but they may also require some sort of counseling. Definitely make sure that the authorities are involved immediately.

If you have good reason to suspect child-to-child molestation, be calm, but not passive. Support the molested child emotionally, gathering information but not pressing for details. Let him/her know you will keep this from happening again. Inform the local Department of Social Services.

Depends. If you are a 'mandatory reporter' such as doctor, daycare provider, you must report any abuse of a child, even if at the hands of another child. It is in the best interest of both children (the molested and the aggressor) that it be reported to the authorities regardless.

Get a medical examination and independent interview to confirm the accusation. Then use that to file a police report against the other child's family.
