Yes, these SIM cards can be activated again. You will have to visit your carrier's franchise or head office and ask them to reactivate it for you.

Typically an inactive SIM card is thrown away and replaced with a new one if it has been inactive for a long time period, if it's been inactive for a short period of time typically 30 days or less you can re-activate the same SIM card.
