Chevy/GMC went through a rough patch with the paint process from 1986 to around 1996 where the paint would start peeling off on the hood and various other panels. It's a base coat/final coat defect and can only be fixed with a complete strip down and repaint with a proper paint. There is no warranty.

The best thing you can try to do is to use the touch up paint you can buy at Auto Zone or you can go to Maaco and have them paint the entire vehicle.

Once your paint has begun to peel of there is no way to save it. You could try respraying over top but as the old paint lifts later it will take the new paint with it. This means all the old paint must be removed then it can be primed and re-painted.

Once paint begins pealing there is not much you can do. Take it to a body shop or at least remove the flaking paint and fill in with touchup paint.
