I would first recommend you bring your puppy to the vet just as a precautionary measure. In the mean time bathe the puppy using only water or gently wash the irritated area using a damp warm cloth.

Any problems with a dog should be checked out by a vet. In the meantime, you can use a cool washcloth to soothe the irritation. Since you don't know what it is and dogs are different than humans, avoid using products made for humans until cleared by your vet.

An American Bulldog's skin problems should be treated immediately. The skin rash you see on your puppy might be from it's skin chafing. With all their wrinkles, it happens from time to time. From what I've heard, you could use unscented powder in the folds of their skin. If not, see your vet.

You could try rash medication that you use personally. It is likely that this might be helpful for fixing the rash. If it doesnt seem to be making a difference when it comes to the rash then I would suggest taking the bulldog to the vet and getting some sort of diagnosis.

Visit your vet to be sure the rash is not due to an underlying medical condition. Dermatitis can be caused by a number of things. (Even the fabric softener you use on your comforter!)

I've heard that you can use what people use on their rashes. Maybe hydrocortisone cream could help with their rashes.
