This stray is more than likely pregnant. Just like a human pregnancy, pregnancy in a dog causes large teats and nipples. The dog is getting ready to give birth. This is what happens with stray dogs. The best thing to do is take the dog to a shelter so it can give birth.

Swollen teats and nipples are common after weaning a litter of puppies or if still nursing a litter of puppies. It can also occur if the dog is currently pregnant.
