The bearings contained inside the belt tensioner could be locked down or seized up. Try spraying with WD40 or PB Nutbuster. If this does not release it replace the tensioner.

It is broke inside or it is rusted. It could be frozen or the last person damaged it by tightening to much. Tensioner is bent or the spring is binding.

Well some tensioner are very hard to move. Make sure you are turning it the right way. It may have seized and you will have to remove the whole assembly. You could try soaking it with some penetratingo il to see if that un-stick it.

this could be the problem for your serpentine belt tensioner its because it has never been changed and it is warn out and it should be replaced with a new one. the spring in it went so it is stuck where the spring stopped and it needs to be taken apart
