What could be wrong if my car is not shifting and is making a whining noise?

I need some advice and suggestions as to what could be wrong with my car.

It sounds like the fluid pump in the transmission is malfunctioning. I'm assuming you have an automatic transmission. They must have fluid pressure to function properly and anything that causes a loss of that pressure will cause the transmission to malfunction. It sounds like a major repair job.

If it is a manual transmission it is probably the clutch going out or bad linkage. If it is an automatic it is probably the belts inside of your transmission starting to go. Possibly the linkage on an automatic but thats doubtful. Make sure you have plenty of transmission fluid.

That's likely your transmission -- usually they wear out and get worse gradually. Fixes can be expensive and transmissions shops CAN be shady, so find a trustable mechanic.

a mechanic could look at the transmission to see if it is working properly. the mechanic could also inspect the converter to see if it is working or not working.
