What could be causing my Jack Russell's hair loss and discomfort?

If it's a new action for you Jack russell you should not panic yet. Due to the time of the year your dog can be Sloughing (getting it's winter hair), if that's the case a good bath should take care of it. If the beavior started a while back it can be a skin disease so get him a veterinarian.

Your Jack Russell may have a skin allergy to fleas, plastic, grass, etc. It is best to take him to the vet to try to neutralize his irritaions make him comfortable and maybe process of eliminations to find what he may be allergic to.

There could be many possible causes for hair loss, however, Jack Russell's tend to have allergies which could easily be causing this. Try switching the food and give it a few weeks to make a difference!
