Birds and other animals may be eating your grass seed when your not looking. If the grass seeds dry out during the germination process, the seeds will die. You may be watering too much or too little. Grass shouldn't be allowed to completely dry out until it's established. Soggy wet dirt isn't good for growing grass lawns either.

It could be a combination of circumstance or just one. There may not be enough direct sunlight. You may be planting during the wrong season. It could also be the quality of the soil. Any one of these situations, either alone or in combination, could be the determing factors as to why the grass is not growing.
