Well, you have to see how deep you want it to be. What level of concrete is good enough. Also look at the concrete materials you are using. Will they be strong enough. Are they the perfect level and quality for you to build your stoop? Also, for what purpose will the stoop serve?

Stoop should be steel-reinforced-concrete & slightly-sloped so that water drains from surface(s). Pre-manufactured/pre-stressed ones are difficult to beat unless you do not have a way of transporting & placing one.

Ensure that the ground you are going to pour on is level and tamped. tamping compacts the surface so that it will not settle and cause your concrete to crack. Be sure that your form is properly secured so that it will not fail when the concrete is poured. Be sure to level the concrete surface properly.

If you are building a concrete stoop you are going to want to know where it is going. If it is going to be a side door by the driveway you are not going to want it to be too big because you will hit it with your car.

Its very important to have a base that is leveled and to consider how much use it will have. Concrete come in different strenghs and you should choose the strengh in accorance with the use. Also make sure any concrete is done well above freezing temperature or it will crack.

Check local building codes - some cities require railings or hand rails if you have more then 3 steps. Step height should be 4 inches and depth about 6 inches.

The biggest thing I would be concerned about would be that you should be sure it is close together. That way the steps won't come apart as quickly.

How will you prepare the stoop area and how big should it be? Also, consider that you will require adding a re bar in the end. You should also be able to mix and pour in the concrete mixtures. It takes a lot of time.
