Human tissues has dissolved nitrogen gas. Under water the nitrogen gas can not find a way out of the tissue and its level increases. When the diver suddenly comes to the surface the gas is released in the form of bubble causing decompression sickness or bend. Extreme cases are rare.

When a diver rapidly comes up from a deep dive to the surface, the diver are going from a high pressure to a lower pressure environment. this causes bends. bends might cause rashes, joint aches..etc. yes, every diver that apidly comes up from a deep dive to the surface can get it.
