A pressure reducing valve(PRV)is often installed on the house side of the water meter in the meter pit. Some models can be installed on the main water line inside the house. A PRV reduces plumbing noise by reducing water hammer(the impact of the water against pipes and fixtures).

Excessive water pressure, usually over 80psi by code is a main cause of pipe noise and water hammer. A pressure reducing valve (PRV) can be set to limit the incoming pressure to an acceptable and quieter level without making the pressure too low.

In some older neigborhoods pressure reducing valves should have been removed when the subdivision construction was completed. You need to test your presure and it my need removing.
