A bump on the inside of the mouth that can be felt from the outside is considered to be a swelling or a growth. If there is an abscess that is not drained and antibiotics are given it forms a hard mass and can be felt outside. Sometimes a hard swelling on the gums can also be felt.

check if the bump is in the gum or cheek, both of it can be felt from the outside. if bump is on the gum, check to see if any tooth adjacent has any decays if yes. it could be an abscess of the gum or the underlying alveolar bone

A bump inside the mouth which is felt even from the outside could be possibly due to the swelling in the gums due to some gum disease but that could be easily cured by consulting some dentist.
