You must reassure the dog with lots of love. Keep the dog away from the cause of the fear and in time the dog should recover.

You cannot train an animal to stop bodily reactions to fear. You can, however, teach the animal not to be afraid of whatever is causing the reaction.

The key is to build his confidence through socialization. Take him to new places and sit far away from the action allowing him to just watch at first.

Find out what he's fearful of and work on that. Is it a new dog or one you got from the shelter. He's associating peeing with being afraid.
