The least expensive method is to remove your air filter etc. and clean the throttle and the throttle arm with carberator cleaner. You will need to clean all connecting moving parts until they begin moving freely. You may also want to spray them with a lubricant such as WD-40.

The first thing I would do is spray the throttle linkage and the throttle itself with carburator cleaner. You want to flush all of the grease and grime out from around the linkages, springs etc. I would try this a couple of times to see if it frees up. If not you may need to replace the linkage.

i would clean the movable parts with WD-40 or some other cleaning spray considering how old the parts are then apply a general duty grease.

First remove the air cleaner. Open the throttle butterfly and use the carb cleaner to clean out the carb. Check and operate throttle linkage for free movement.
