There's a fuse that drives the locking mechanism, that could be blown. For now there's a manual release that you can unlock the lever with, check the manual for location.

Slowly apply pressure to the brake, and then attempt to shift. If this doesn't work, locate the shift override compartment(close to the lever), and attempt to shift the car out from there. You will need a pen, or a screw driver to be able to push in the override notch/button.

There is a shift interlock that keeps it from shifting. By pressing on the brake it releases the brake interlock. By disconnecting the wires and removing the interlock switch you should be able to move the shift lever from the park or neutral position. If this doesn't work you better seek a mechanic.

It could be a number of things but since you must press the brake in order for the lever to move, it could be a defective or misaligned brake switch. This is usually located somewhere near the brake pedal arm under the dash. You may want to check it.
