What can I do about my 4 year old who refuses to ask to go to the potty?

I'd try a reward system for when he adheres to the way I want it done. With 5 correct attempts, he gets dessert or something similarly cheap, yet exciting.

When my sister was little, my parents had that problem with her. My sister's babysitter explained to my mom that maybe she didn't feel comfortable on the toilet. The babysitter suggested that my parents should put her on the toilet backwards so she could hold on and it worked. From that day on, she knew to ask.

You could start by encouraging the 4 year old to go to the rest room on his own with out asking. He may have privacy issues and be very shy about his bathroom habits.
