Startup from the system CD that comes with your computer. This should be an option you'll see on restart or try entering safe mode and attempt to install virus software.

Well first you need to identify it. Either use a scanner tool or online utility to find out which one it is. Then either remove it with the scanner tool or look online for a specific removal tool for that virus.

First, download a good anti virus program (preferably with good DOS / Command prompt use), put it in a clean flashdisk or CD, or a diskette. enter your computer by pressing F8 when your windows loading. Run the Anti Virus program

You may be able to use anti-virus software that utilizes some sort of resuce disk or other means to regain control. Try finding a boxed copy in the store.
