Water moccasins are poisonous. The best thing that can be done is to take the dog to the vet immediately. These days doctors do not recommend using a tourniquet for poisonous snake bites on humans, so it should be the same for dogs. If you don't have access to a car, call a friend.

Water moccasin bite are less likely to be fatal than a rattlesnake's bite. But the best way to ensure survival is to get them to then vet asap.

Immediately contact your veterinarian or a local emergency medical clinic if your dog has been bitten by a water moccasin.
