They are likely crabs. I have heard tales of people catching all sorts of nasty venereal parasites from toilet seats. Most of these tales were told by a current sexual partner.

I have no idea you need to call a bug man or get some kind of spray and kill them because that could be bad for your health so I would get it checked out asap and see what the problem is with that, because that is quite nasty indeed.
