Everyone has a right to "quiet enjoyment" and a generally peaceful, enjoyable, non-threatening environment. An individual is not allowed to create a situation that disturbs that peace.

If my neighbors complain then i am probably making to much noise. The laws about disrupting the quiet of my neighbors usually ends in a polite stop by your local police department telling you to lower the noise. The general idea is that to much noise in the neighborhood usually results in unhappy neighbors.

There's an old saying that says your rights end where my nose begins. Disturbing the peace includes noise and/or disturbance to another person's right to a peaceful existence in an area where the expectations of peace, quiet, and freedom from disturbance can be reasonably expected. This can include fighting, noise disturbance, and loud partying at any time of day.
