Little dictatorships are set up within democracies to do unpopular things like "Base closings". However, some agencies have used legal tricks to remove legislative control and perpetuate themselves like issue their own debt.
Dictatorship means never having to think about governance. For the rich who support a regime, it helps them increase wealth. These advantages are limited to the upper class.
Under dictatorship there is little civil unrest, at least in the beginning. Often because everything is so strictly controlled there can be improvements in the economy, crime rates, etc.
