You can try simply starting with the honest approach and just express to your partner what you said in your initial question. Explain to your partner how it's often difficult for you to communicate certain things, but that you do in fact love and appreciate that person very deeply.

Tell him or her that there is no place in the world you would rather be. That you are so glad you found him or her. That he or she makes you feel like you belong.

Love is more than just saying "I love you" you can do other things for your partner. You could cook a surprise dinner for him/her. You can give him/her little gifts just because you can.
